UIC entries are given according to the last final UEFA Country coefficiency listings.
The first 8 countries may enter with two clubs, one starting at Round 3(R3), the other at Round 2 (R2). The next four countries also may enter with two clubs, one starting at Round 2 (R2), the other at Round 1 (R1). And the next 36 countries may enter with one club starting at Round 1 (R1). Liechtenstein can't participate, since they don't have a league competition.
Some countries do not use their entries and these entries are distributed to the countries who requested extra entries. The distribution start from the top of the coefficiency list and R3 unused entries. The list below show the countries, unused entries as - and the extra entries given to the countries in blue. At R1 unused entry distribution, the countries which doesn't have entry have the priority to the extra entries to the other nations.
