The table above is the table to be used for 2012-2013, 2013-2014, 2014-2015 seasons.
However some unknown factors force changes to the table. The changes to 2012-2013 season:
Allocation of the entries at each association
1 - UCL entries are allocated first - Champion getting the CH spot, runner-up getting the RU spot, club finishing the league third getting the N3 spot, and club finishing the league at fourth position getting the N4 spot.
2 - UEL entries are allocated starting with the domesctic cup winners. Since the cancellation of the UEFA Cup Winners' competition, the domestic cup winners are admitted to UEL and they got the top spot of their association's entries. So, the domestic cup winner gets the CW spot.
3 - a - If an association has 4 entries at UCL, clubs finishing fifth and sixth in those leagues get N5 and N6 spots,
3 - b - If an association has 3 entries at UCL, clubs finishing fourth and fifth in those leagues get N4 and N5 spots,
3 - c - If an association has 2 entries at UCL, clubs finishing third and fourth in those leagues get N3 and N4 spots,
3 - d - If an association has 1 entry at UCL, clubs finishing second and third get RU and N3 spots.
4 - If any other cup competition of an association is approved by UEFA, that association reserves the last UEL spot to those cup competition winner. If that competition winner has already qualified to UCL or or UEL, that entry goes back to league clubs, losing cup finalist doesn't get an entry. The league cups played in England and France are the only two example for this condition and English league cup winner Liverpool FC has already qualified as the losing cup finalist and league cup entry goes to league, French league cup winner spot will use N5 spot in 2012-2013.
Cup Winners at each association
1 - In 2012-2013 season, Cup winner entries are used in Italy, France, Portugal, Russia, Netherlands, Belgium, Romania, Scotland, Israel, Czech Republic. Cyprus, Belarus, Poland, Norway, Serbia, Republic of Ireland, Moldova, Lithuania, Latvia, Georgia, Azerbaijan, FYR Macedonia, Kazakhstan, Liechtenstein, Montenegro, Albania, Estonia, Armenia, Malta, Faroe Islands, Andorra, San Marino
2 - If domestic cup winner has qualified to UCL, then losing cup finalist gets an entry to UEL. They ranked together with the other clubs getting an entry to UEL and get a spot according to those rankings.
In 2012-2013 season the losing cup finalists of England, Spain, Ukraine, Turkey, Switzerland, Austria, Bulgaria, Croatia, Slovakia, Sweden, Bosnia-Herzegovina, Finland, Hungary, Slovenia, Iceland, Wales, Northern Ireland, Luxembourg
3 - If the losing cup finalist also has qualified to UCL, then this entry is used by the league clubs.
In 2012-2013 season this entry goes to league in Germany, Greece, Denmark
Fair Play winners
Each year the associations are ranked according to UEFA criteria. One club from the top three associations gets an entry to QR1 at UEL. These clubs qualify through their associations' Fair play Rankings. The club getting these entry must noy already get an entry this year.
In 2012-2013 season, one club from Netherlands, Norway, and Finland got an entry as the Fair Play clubs.
Title Holder spot at UCL
Title Holder Chelsea FC has already qualified to UCL, no additional entry will be given to England. But the following modifications are needed:
1 - TH starts at Group Stage at UCL, adding them makes England`s entrìes five. Since no association can have more than four clubs at UCL, the N4 club (Tottenham Hotspur) is m oved to UEL.
2 - Moving Tottenham Hotspur to UEL, leaves a void spot at PO round for the league clubs. That void is filled by the league club from association ranked number 6. After this move the number of clubs left at Q3 round goes down to 9 and one other club gets an automatic bye as well. This bye goes to the league club from association ranked number 7.
Modifications to UEL for 2012-2013
Title holder Atlético Madrid qualified to UEL from its association as well, so no additional entry given to Spain. However, since Atlético Madrid will enter the competition as TH, this creates a void at Group Stage. That void is filled by the cup winner of country ranked number 7. That creates a void at PO round now.
4 clubs wıll transfer from UCL Q3 for League clubs ınstead of 5, this creates another void at PO round. These two voids are filled by the Cup winners of countries ranked numbers 16 and 17. This move creates two voids at QR2.
4 clubs are moved from QR1 to QR2 to fıll the voids - the cup wınners of countries 33, 34, 35, and 36.
