A change to this guidebook book may be proposed by any adult member of the committee, (or by the SPL with patrol leaders council and scoutmasters approval)at any time, but must be presented in its final written form at the May meeting. Major changes require a 2/3 vote of the committee. <P> <A Name="#one-B">B) The committee may adopt no policy that contradicts the bylaws and the guides to safe scouting of the BSA, the council, the district, or the rules of our chartered organization. <P> <A Name="#one-C">C) The editing and maintance and updating of this manual shall be one of the duties of the committee secretary, assited by the troop scribe.<pre> </pre><LI> <A Name="#two"><H4>2.0 Discipline Policy </H4><Br><pre></pre> <UL><LI><A Name="#two-one"><H5> 2.1 General Policy </h5> The Boy Scouts of America have two main "sets of ideals" which govern the conduct of any scout. These are the <B>scout oath </b> and the <B>scout law.</b> When a boy becomes a scout he promises to live up to those ideals. Every scout in troop 79 is expected to behave according to the Scout Oath and the Scout Law and to follow troop policies.</pre> <LI> <H5> <A Name="#two-two">2.2 Obedience to the SPL </H5> In additon every boy is expected to respect the authority of the senior patrol leader or his acting replacement in his abscence. The Senior Patrol Leader (SPL) is the main juvenille authority in the troop. Since a good scout troop is "boy run", only in rare cases will the scoutmaster overule the SPL. Every reasonable order of the SPL is to obeyed, unless the scoutmaster or an assistant scoutmaster instructs otherwise. Disobeying the senior patrol leader is usually consdered an equal offense to disobeying an adult leader or junior assistant scoutmaster.<pre> </pre><LI> <a name="#two-three"><H5> 2.3 Discipline Procedures </H5> <OL> <LI> General Discipline in the troop is the responsibility of the Scoutmaster. Any boy that misbehaves will first meet with the scoutmaster in an attempt to solve the problem. <LI> If the scouts behavior continues to contradict the scout oath and the scout law after the scoutmaster has tried to work with him, then the troop committee chairperson and the Scoutmaster together will have a conference with the scout. <LI> A conference with the scoutmaster, troop committee chairperson, the scout and the scout parents will continue after steps A and B have been taken, if the behavior has still not improved. <LI> Finally if the scouts behavior has not improved after the above steps has been taken, the troop committee may on the scoutmasters request vote to either suspend a scout for a specified time, or in cases of grievous violation of scouting principles vote with a 2/3 vote to expel the scout from the troop permanently. </OL></UL><pre> </pre><LI> <H4> <a name="#three">3.0 Uniform Policies </H4> <DL> <DT> <H5><A name="#three-one">3.1 Rational </H5> <DD> The uniform is a symbol of good. When it is properly worn it builds troop spirit and attracts new members. By investing in a uniform, a scout and his parents are making a commitment to take scouting seriously. Wearing the uniform shows the scouts belief in positive values. Troops that don't require uniforms don't understand scout values and are on the road to failure. Wearing the uniform is a mark of a solid, exciting and purposeful troop and this we are! <DT> <H5><A name="#three-two">3.2 Policy for scouts </H5> <DD> A scout must be in full class A uniform for all meetings and most activities. Scouts should wear there class A's to all meetings and on all scout trips and activites, unless their parents are notified by the scoutmaster (such as on a permission slip, this webiste or a troop newsletter. In these cases you will be told wheather a class A+ or B is required instead. <P> If in the opinion of troop committee and scoutmaster your sons unform is not acceptable you will be given an appropriate amount of time to correct the matter. If circumstances prohibit the wearing of the uniform for certain meetins due to conflicts (such as a sports event immediately before or after the meeting) please have your son alert the committee and/or scoutmaster. They will grant an exception, however these will only ge granted for a reasonable number of meetings in a row. <P>If this policy is violated scoutmasters or campmasters may take reasonable action including sending scouts home early from a meeting or activity (including summer camp). <P> In general the lack of a class A uniform during any event during which it is required will be noted and may be considered during boards of review as factor of scout spirit requirement for advancement and repeated violations will be treated as per the troops <A Href="manual.html#two-three"> Discipline procedures.</A> <DT><H5><A name="#three-three"><A name="#classA"> 3.3 Defination of a full (Class A) uniform.</H5> <DD> Troop 79's full class A uniform consists of the offical short or long sleeve BSA Shirt and BSA pants or shorts with the following accessories: <OL> <LI> BSA Offical red Shoulder loops, or for our <A Href="eagle_scout.html"> Eagle scouts </A> the troops special <I> unoffical </I> Eagle Epaulette. <LI> The committee determined troop neckerchief, or an offical printed red and white BSA neckerchief, or an eagle nedckerchief for troop eagle scouts, or a religious award neckerchief for those who have obtained the religious award of their faith. In additon members of the troop who are members of the order of the arrow and are attending an OA event may wear an OA neckerchief. <P> Adult or those scouts of star rank of above may wear other offical or non-offical "scout like" neck gear instead as per their choice. <LI> An offical scout belt, or an Eagle scout belt for the troops Eagle Scouts, or an OA belt for members at an OA activity. </OL> <P> The scouts pants or shirt due not have to <A Href="scoutstuff.org"> Offical BSA brand </A> but must be reasonably scout like. Often this means green or tan pants or shirts (often army surplus) <font size="-2"><B> Please note: We don not accept camflouge pants)</b></font> Scout socks and the scout cap are optional. <P> <OL> Scout Shirt <LI> The scout shirt at a minimum is to be equipped with the following isgnia. <UL> <LI> <A Href="sccbsa.org"> Suffolk County Council </A> Service Patch (CSP). <LI> the troop numerals "79" (either one piece or two) <LI> the American Flag <LI> the gold and black troop numbers of year service patch (50 years)(55 after June 2006) <LI> the correct badge of position if the scout holds one: i.e scribe, senior patrol leader, patrol leader. <LI> the correct badge of rank,-- <B>mandatory for first class and above.</b> <LI> purple and silver universal scouting patch, known as the world crest. Anybody can wear it. It is not an award any it is a 1.00 donation to world scouting. </UL> <LI> See the offical BSA isgnia guide for the proper placement of these and other patches or any other questions you may have about the proper wearing of badges. </OL> <P> <DL><DT> Neckerchief Slide <DD> The neckercheif slide may be offical BSA or a homemade carved or plastic slide. Rubber bans, strings etc are not acceptable replacements for a lost neckerchief slide. </DL> <P> <DL> <DT> Sashes: <DD> <UL> <DL><DT> Merit Badge Sashes <DD> A merit badge sash may be worn across the chest once the scout has obtained a merit badge. Only merit badges may be displayed on the front of a sash but the scout may display and other scout badges on the reverse of the sash, with the exception of badges of rank and postion, the american flag, the council shoulder patch and the troop number. Items commonly dispalyed here include pllar bear swim patches and old, camporee, summer camp and camp patches and awards like the 50 mile award, Mile Swim BSA and Paul Bunyan Woodsman. </DL> <DL> <DT> Order of the Arrow Sashes <DD> A scout who is not an OA member should not wear both is OA sash and his merit badge sash across his chest at the same time as this is a violation of BSA uniform rules. Instead he should wear either one or the other or hang one folder over his belt on his right hip. OA sashes should only be worn during OA functions such as the conclave. </DL></UL> <DT> <H5><A Name="#three-four"><A Name="#classA+"> 3.4 Defination of A Dress Uniform (Class A+)</H5> <DD> For certain rare and grand events (for example Eagle Court of Honors or some parades) we ask that if they can that scouts go beyond a mere full uniform (Class A) to wear a dress uniform (A+). A dress uniform is the best uniform a scout owns with all the awards and pins and the scout has earned and can reasonaly fit on the uniform. If a scout has a merit badge sash he should wear the sash. The scout should also wear green scout socks and black polished dress shoes.</DL> <DT> <H5><A Name="#three-five"><A name="#classB"> 3.5 Defination of a class B uniform </H5> <DD> A class B uniform consists of: <OL> <LI> scout shorts or pants, and <LI> A PLC designated troop or scout T-ashirt or sweatshirt or a bright red shirt. <LI> the scout hat or a PLC designatied hat is optional. </OL> <DT><H5><A Name="#three-six"><H5> 3.6 Grace Period </H5> <DD><DL><DT> Length <DD> After joining the troop the scout or adult may attend his first five meetings or activites without a <A Href="manual.html#classA">class A </A>. However, if the scout or adult plas to attedn summer camp before the expiration of this time he must have a class A before the first day of summer camp in order to attend (this is because of most camps uniform policy). A scout or leader without a class A during this period may still attend and particpate in all activites including Eagle Courts of Honor. However he must have a complete Class A to be part of a color guard.</DL> <DL><DT> Extensions of Grace Period <DD> Upon application to the troop committee a scouts family or a scouter may have the grace period extended, however their is a limit to how long an extension the committe may grant and they can not wave the requirement for a class A before summer camp. </DL> <DT> <H5> <A name="#three-seven">3.7 Registered Adult Uniform Policy </H5> <DD> <OL> <LI> <DL><DT> General <DD> We would prefer that every registered parent of every scout own and wear a class A uniform on all appropriate occasions; however common-sense dictates that only the scoutmaster and assistant scoutmasters and troop committee chairperson be required to wear a uniform as often as possible. Other members of a committee may wear a uniform on their discreation. All exceptions and grace periods that apply to a scout also apply to adults. The committee should see to it that this policy is strictly enforced. <DT> Drivers <DD> To allow for comfort, if any of the above leaders are driving then can wear a class B but should change to a class A ASAP after arriving at the destination. </DL></OL></DL></DL> <DT> <A name="four"><H4> 4.0 Permission Slip & Money Policies. </H4> <DD><DL><DT> Fee Regulations <DD> <OL> <LI> All money for any trip must be turned in to the troop treasurer or the scoutmasters designee by the date stated on the trip flyer (permission slip)or the scout will not be permitted to attend the trip. Trip payments may be mailed to the scoutmaster or treasurers address. We prefer that they be in cash and that trip permission sliips and money be turned in on the same date. <LI> In rare cases the committee may vote to waive the fee for a particular trip for a particular scout due to financial hardship. If they determine to due this they must keep the matter confidential.</OL></DL> <DD><DL><DT> Permission Slips <DD> <OL> <LI> Please return permission slips regardless of wheather your son is attending the trip as the permission slips are our method of counting attendence at events and are nec for certain council paperwork. <LI> <B> Permission slips are legal documents! </b> Be extremely careful when filling out the slips as these are medical documents for insurance and medical purposes. Be especially careful with the medical permission section as unfortunately it is not altogether rare that we need to visit an emergency room. These slips allow the scoutmaster or an assistant to act as your sons medical guardian in case of injury until such time as you can speal to medical pprofessionals. <LI> Please fill in one permission slip per boy. Please don't fill out a joint permission slip for all our your sons. <LI> If you lose your permission slip for a particular event you can print a standard one from the troop website at: <blockquote><A Href="www.angelfire.com/ny5/bsatroop79/slip.html"> www.angelfire.com/ny5/bsatroop79/slip.html</A> </blockquote> <LI> Photocopies are acceptable, but the signature must be original. <LI> Attending adults are not required to turn in a permission slip (but in some cases may be subject to a fee) but is encouraged at is it advantageous for other leaders to have your medical and contact info on hand in case of emergency or other reasons. Also it sets a good example for the boys! </OL></DL></DL> <DT><H4> <A name="#five">5.0 Attendence Policy </h4> <DD> <OL> <LI> <B>Rational </b> Scouts must be active scouts to be effective scouts, in the same way that the troop must be an active troop to be an effective troop. Therefore scouts should attend most of the meeting and activities. Troop 79 holds at least 15 events a year. Since 10 is the amount of activities a scout must attend in his first year to obtain first class by the end of the year, and activities must be attended after that year to earn the following ranks. Therefore we conisder an active scout to be on who attends about 2/3 of the meetings and activities. <LI> The scoutmaster and the troop committee have a broad range of discreation when cinsidering a scouts attendence and reasons for missing meetings. <LI> Attendence is a factor considered during a board of review. <LI> In order to elgible for a leadership postion in the troop a scout must have attended that years junior leader training conference. This is waived if a scout is continuing in the same postion he previously held and had attended junior leadership training previously. <LI> <B> Court of Honor attendence policy <B> <P>Court of honors are important to troop and scout recognition and moral building. Therefore, each scout is required to attend along with a parent or adult relative. If a scout fails to attend a court or fails to bring a relative and has failed to clear this with the scoutmaster and/or troop committee chairman prior to the event, this will be considered a breach of troop discipline and will be treated according to the <A Href="manual.html#two">discipline policy </A>. This applies strongly to Eagle courts of honors. <LI> <B> Responsibilites and contact procesures for junior leaders who will miss meetings <B><P>If a patrol leader will miss a meeting and/or activity he must notify his assistant patrol leader prior to the meeting or event and visa-versa. The same rule regards the senior patrol leader, and his assistants. <P>If the assistant senior patrol leaders or leaders will miss a meeting or event they must contact both the senior patrol leaders and all the patrol leaders. <P> If a patrol leader or SPL will miss a meeting or activity it is still his responsibility to ensure that all the members of his patrol have all the information and or equipment (co-ordinated through the quartermaster) needed for the meeting or activity. </OL> <DT> <H4><A Name="six"> 6.0 Scout Handbook and Notebook Policy </H4> <DD><OL> <LI> All scout are expected to bring a boy scout hanbook a notebook and a pen or pencil and any amterials needed to work on scout skills or badges to every meeting and most activities, especially <B>boards of review and scoutmaster conferences</b>. They will need their handbooks to have requirements signed off, and for occasional reference and they need their notebooks to write down cetain instructions that we might tell them. They will also need their notebooks for patrol discussions. On occasion a scout might be asked to bring other supplies such as rope or wood for lashing or a backpack. </OL> <DT> <H4><A Name="#seven">7.0 Outing Bylaws</H4> <DD> The rules listed under this section apply most directly to camping trips, however most such as the <A Href="manual.html#seven-seven">buddy rule </A> below are applicable to al events and meetings. <DT> <H5><A Name="#seven-one">7.1 General camping bylaw </H5> <DD> We go camping at least once a month if possible. All trips and activites are planned by the patrol leaders council with the consent of the troop committee and scoutmaster. Therefore the senior patrol leader will announce the details of the trip. The troop will camp under its own leadership always with the <B> two deep leadership policy </b> of the BSA. <DT> <H5><A Name="#seven-two">7.2 High Adventure </H5> <DD> The troop strives to hold several high adventure outings a year. In accordance with BSA policy these are restricted to scouts age 13 or older. Further, troop policy only allows scouts of first class rank or above to participate (subject to the scoutmasters dioscreation). <DT> <H5><A name="#seven-three">7.3 Water Safety </H5> <DD> All canoeing, boating or any water related activities are restricted to those who have succesfully passed the BSA swim test. This includes all adults who wish to particpate in an activity. An exception to this rule is the troop swim night at which scouts or adults who have not yet passed this test may attempt to do so. This test needs to be passsed yearly. <DT><H5><A Name="#seven-four">7.4 Tents </H5> <DD> We use tents designed for 2-4 boys because larger tents can't be backpacked. This will allow us to go on <A Href="manual.html#seven-two">high adventure </A> camping trips. All trips will be planned as if they were backpacking trips; except camporees and summer camp. A scout <B> may not </b> bring his opwn tent unless he has been cleared to do so by both the senior patrol leader and the scoutmaster or campmaster. <DT><H5><A Name="#seven-five">7.5 Patrol Cooking </H5> <DD> Scouts will cook by patrols on all camping trips, unless given other instructions by the senior patrol leader. Cooking by patrols helps strengthen the patrol and teaches teamwork. <DT><H5><A Name="#seven-six">7.6 Backpacking Rule </H5> <DD> Scouts whenever possible will carry their packs to camp instead fo riding because physical fitness and self-relaince are two of our objectives. Scouts learn not only how to do things for themselves but also how much they can do. Troop 79 camping emphasis is on adventure rather then convenience. Scout camping demands skill and know-how. <DT><H5><A Name="#seven-seven">7.7 Buddy Rule </H5> <DD> In accordance with <A Href="http://www.scouting.org">BSA</A>National Policy scouts will never participate in activities or travel around camp alone. They must alaways take on other scout friend or "buddy" along with them. Violation of this policy will be considered a breach of the troop <A Href="http://www.manual.html#two">Discipline Policy </A> <DT><H5><A Name="#seven-eight">7.8 Gas Stove and Latterns </H5> <DD> Use of gas stoves and latterns are restricted to adults and to scouts who have individually demonstrated their ability to use them and have special permission to the scoutmaster or campmaster. <DT><H5><A name="#seven-nine">7.9 Garbage-In/Garbage-Out Rule </H5> <DD> Litering is not permitted. We will leave nothing behind. We will bury no trash or garbage. Combustible material may be burned if local regulations allow, otherwise we carry it back home with us or deposti it in the available receptacles. <DT><H5><A name="#seven-ten">Camping Uniform Bylaws </H5> <DD>The Troop <A Href="http://www.manual.html#three">Uniform Policy </A> is in effecton all camping trips. Unless provision has been made in advance of the outing by the scoutmaster for the wearing of CLASS B uniform, the assumption will be that the class A uniform must be worn. Generally, Class A will always bwe worn to and from an outing. Everyone must know we are a scout troop. <DT><H5><A Name="#seven-eleven">Cell Phone Radio & Electronics Rules </H5> <DD> <P> Cell phones are prohibited on campouts, so that the leaders mau maintain order. Young scouts often become homesick and call hoime to be picked up without the scoutermaster knowing. And they would be perfectly fine if they stayed to the end of the trip. Remember scouting is about overcoming adversity. The scout leaders will bring a cell phone with which scouts may make a call to their parents with the senior scoutmsters permission. <P> Except for one radio which may be used on occasion by the adults to check the wheather, no radios or other electronic devices may be brought along on campouts. This rule applies to the adults as well as the boys. The reason for this rule is that they tend to interfere with the natural quality of scouting. Instead for a rainy day scouts may bring playing cards or small portable games like chess. <P> In accordance with the <A href="http://www.manual#two.html">troop discipline policy</A> the scoutmaster or campmaster may conviscate any such device found until the end of the activiity. <DT><H5><A name="#seven-twelve"> Scouts who may attend trips</H5> <DD> Each scout in order to particpate in a specefic trip must be elgible, must be in good standing and must have complied with the <A Href="http://www.manual.html#four">troop permission slip and money policy</A> <DT><H5><A Name="#seven-thirteen">Misconduct Rules </h5> <DD> Misconduct will not be tolerated and may result in the cancellation of the rest of the troop. This applies to <B> ALL </b> who are particpating in a trip. The scoutmaster and/or deisgnated campmaster has final say in all matters concerning troop camping policy while on a trip. All misconduct by juveniles will be dealt with in accordance with the troops <A Href="http://www.manual.html#two"> Discipline Policy. Possible criminal misconduct by adults and or scouts will be refered to the proper authorities, and in additon to criminal penalties usually will result in the expulsion of the individual from the troop and scouting. <DT><H5> <A name="#seven-fourteen"> Parental Camping bylaws </H5> <DD> Parents are welcome on troop 79 trips as long as they agree to abide by the scout oath and law and the troop policies as outlined in this guidebook, and have first consulted with the scoutmaster. However we advice that you make special note of the following: <OL> <LI> <B> Insurance Rule </b> If you plan to attend a lot of trips for insurance reasons you should register offically with the troop by completing the same application and paying the sdame application fee as your son. <LI> <B> No smoking Rule </b> Adults will not smoke in the presence of scouts <LI> <B> Parental camping and cooking rules </b> Parents will camp and prepare meals were assigned by the senior patrol leader. In general, all adults tnes to plan one menu for the adult <I>(OLD GOAT)</I>Patrol and eat together like the scouts. Parents will nto cook for their son unbder any but the most extraordinary circumstances. <LI><B> Not a ruler rule! </b> You are an observer and when asked a helper (even if by the SPL), but not a leader unless registered. </OL></DL> <DT> <H4> <A Name="eight"> 8.0 Pocket Knife Policy </H4> <DD> <OL> <LI> In general pocket knives may be worm an carried on campout only. Provided the scout has obtained the Totin chip card and has it physically in his possesion. No knives are to be brought to the weekly meeting unless the senior patrol leader has authorized the knife for a special purpose in acordance with a plan of the patrol leaders council with teh scoutmasters consent. <LI> All knives carried by scouts must be standard issue Swiss Army or <A Href="http://www.scoutstuff.org">scout knives</A> or a similar brand. There is no need for sheath, bowie or other knives. They are dangerous! <LI> Violation of the pocket knife policy will be treated in accordance with the troop <A Href="http://www.manual.html#two"> discipline policy. </A>. At a minimum the knife will be taken away by the scoutmaster and corner will be torn off the Totin Chip card. This card is a license that allows a scout to carry a pocket knife and can be revoked by the scoutmaster by removing all four corners fo the card. If this happens the scout must re-earn the card and receive the permission of the scoutmaster before he may carry a knife on a trip again. </OL> <DT><H4><A Name="#nine"> 9.0 Religious Particpation Bylaws </H4> <DD> <P> (A) Troop 79 is not affiliated with any particular faith, church or religion and the adult leaders have diverse religious backgrounds; however in keeping with the "scout is reverent" portion of the scout law all members of the troop are expected to be particiants in their faith. Also in keeping with the BSA's policy in this matter no avowed aethisit or agnostic may be a member of the troop. Since an aethist or agnostic does not beleive in a supreme being (or even nature) it is not possible for such a person to satisfy the BSA membership requirements of reverency. <P> (B) Scouts and leaders are expected to attend any religious services for their faith or interdenominational services that may be held on an outing or participate in troop interfaith services when held. In certain circumstances the scoutmaster (or troop chaplain when office is filled) may take all scouts to one or two services out of practicality or need to comply with other camp or BSA rules. In such cases, the scout or scouter is not required to particpate in the service, but is required to show faith for the other faiths by remaining respectfully silent. When possible the scoutmaster or troop chaplain may also assign the responsibility of leadership to a junior leader of a respective faith. <P> (C) When a troop breaks camp ore attends an event on a respectivew faiths holy day, that should not abdicate the scouts responsibilty to attend that days religious services for that faith. If this is a problem due t a scheduled conflict accomadations can be made with the scoutmaster or campmaster. </DD> <DT><H4><A Name="ten">10.0 Troop Website and Newsletter and publicity policies </H4> <DD> <P>(a) The troop may have a website and newsletter for publicity purposes and also to inform the members of activities in a uniform matter. However the following must be taken into account: <OL> <LI> That no such newsletter or website may violate the current privacy and web policies of either the national council or the local council. To wit -- no photo or comments may be published of a scout without his and his parents written consent and no photo published on a troop website may show the face of a scout. In additon no scout may be identified in any way other then the following example: Rob A. <LI> That the author of any such media must get written permission before quoting an adult. <LI> That the committee has final say over the use and publication of troop advertising materials and publicity and informative publications and may appoint any adult member of the troop to such a postion of responsibility. <LI> That The PLC scribe will also have duties in this area. <LI> That scouts may not talk to outside media during a scout event without verbal permission from the scout leaders in attendence or their parents.
