President Baker, is the President of Armstech Corp. He traveled to Shadow Moses, hiring Hal as the lead engineer, to create a massive Anti- Nuclear TMD. His creation was complete, before the terrorists appeared and destroyed his plans. He tends to know a lot about the situation and will give Snake a ton of Info involving the metal gear. He even seems to be on some of Fox-Hounds top secret operations.
