ARTICLE I (Name)
This organization by virtue of a charter or permission granted by the American Postal Workers Union shall be known as West Chester, Pa. Local. (Previous designation Local #2776)
ARTICLE II (Object)
The object of this Local shall be to unite the Post Office Clerks in the West Chester Post Office for their economic and social welfare and to aid in bringing the United States Postal Service up to a high standard of efficiency.
ARTICLE III (Officers)
The principal Officers of the Local shall be the President, Vice-President, Secretary-Treasurer, Steward.
Section 1.
All Officers must be elected to the office by membership referendum vote. Majority vote rules.
Section 2.
Duties and Responsibilities
a. President
- Chief spokesman at Labor-Management meetings.
- Chief spokesman at Local Negotiations.
- Chief spokesman for Local Union.
- Final authority for pursuing Union grievances.
- Authorized to attend any Area Union meetings, seminars, State and National Conventions at Union expenses.
b. Vice-President
- Will perform all duties and responsibilities of the President during his absence.
- Authorized to attend any area meetings, seminars and State Convention as designated by the President at Union expense.
- Will research, coordinate and review all Union grievances for final local action.
- Will perform any other duties as the President may designate.
c. Secretary Treasurer
- Will perform all Secreterial and Treasurer duties.
- Authorized to attend any area meetings, seminars and State Convention as designated by the President at Union expense.
- Approach and make available to all new employees the benefits of the Union.
- Solicit and process new members into the Union.
- Will perform any other duties as the President may designate.
d. Steward
- Will perform all duties and responsibilities as prescribed in the National Contract and the Local Memoranda of Understanding.
- Will represent all members in grievance matters when requested by the member.
- Authorized to attend any area meetings, seminars and State Convention as designated by the President at Union expense.
- Contact and assist new employees to become Union members.
- Will perform any other duties as the President may designate.
Section 5. Officer Replacement
a. In the event an Officer does not complete the two year term of office, a replacement will be determined by the following procedure:
An official announcement must be made at a regular meeting that an officer position is vacant.
At the next regular meeting, nominations will be accepted and closed.
At the next regular meeting, members present at the meeting will vote, ballots counted and the winner announced. Majority vote rules.
ARTICLE IV (Membership)
Any person who is designated by the United States Postal Service as a regular or part-time flexible regular employee in the Post Office is eligible to membership regardless of color, race or creed.
ARTICLE V (Meetings)
Section 1. Regular meetings to be held on dates set by the Executive Board or by a majority vote of the membership present at any meeting.
Section 2. No regular meetings will be held during July and August unless the Executive Board declares an emergency exists.
ARTICLE VI (Confliction)
Nothing in the Constitution shall conflict with the National Constitution and By-Laws.
ARTICLE VII (Amendments)
This Constitution and By-Laws can only be amended by membership referendum vote. Majority vote rules.
ARTICLE VIII (Dues)
Section 1. Dues shall be $7.00 per month, per member, payroll deductible.
Section 2. Any changes made to the established monthly dues amount, can only be made by membership referendum vote. Majority vote rules.
ARTICLE IX (Delinquent Members)
Section 1. Any member, who by his or her choice, cancels payroll deductions for dues, shall be dropped from the rolls.
Section 2. A member who has been dropped from the rolls due to non-payment of dues may be reinstated in this Local by majority vote of the members.
ARTICLE X (Conflict of Interest)
Section 1. Any member of this Local who accepts a Management position either temporary or permanent will be classified as an associate member with no voice and no vote in Union affairs.
Section 2. When a Local Union Officer accepts a Management position, an automatic resignation of his elected office is mandatory.
Section 3. In the event, a member returns from a Management position, full membership is restored.
