After downloading the skins, you need to create these folders-
C:\SIERRA\Half-Life\cstrike\models\player\urban
C:\SIERRA\Half-Life\cstrike\models\player\gsg9
C:\SIERRA\Half-Life\cstrike\models\player\arab
C:\SIERRA\Half-Life\cstrike\models\player\terror
and then you place the file of the skin you downloaded in the folder of the model,
(seal skins in -urban-, gsg9 skins in -gsg9-, Durah Cell Skins in -arab-, Phoenix Faction in -terror-)
Oh, and rename the mdl file you downloaded to the name of the folder it's in.
(example: You download the fcsodeputy GSG-9 skin, and after creating the C:\Sierra\Half-Life\cstrike\Models\player files you need to create a file for the GSG-9, so you do, and now you unzip the file you downloaded into that file (C:\Sierra\Half-Life\cstrike\models\players\gsg9), and the you rename that file to gsg9 and your ready!)
