In late 3rd Age, Sauron was concentraticng looking for the One Ring, and fihting people of the West. So he needed some help to keep calm the Eastern part of Middle Earth. In order to do that, he gathered a few powerful peaople who took in control most of the little kingdoms of the east: they were called "The Rulers of the East": warriors and enchanters kept together by just an alliance, not a slavery. Salkaner was the most known, and probably the most powerful of the Rulers.

Verso la fine della Terza Era, Sauron era concentrato nella ricerca dell'Unico Anello, e nella lotta ai popoli dell'Ovest. Aveva dunque bisogno di aiuto per tenere calme le zone orientali della Terra di Mezzo. A questo scopo, radunò alcuni uomini potenti, che presero controllo dei molti piccoli regni dell'est: essi vennero chiamati i "Dominatori dell'Est": guerrieri e incantatori tenuti insieme da un'alleanza, e non da servitù. Salkaner fu il più famoso, e probabilmente il più potente, dei Dominatori..
