Kaiser was an avian dragon sent into space by General Kaspar with Syrena Tatzumaru to raise his alien armada. Upon their return, Syrena pledged her allegiance to Ripley and the new Luminienne government, but Kaiser refused and began to use the armada to fight her.
Kaiser's true form is a birdlike being cloaked in flames. However, alone Kaiser does not have the power to shift into this form. The first time he did so he had to absorb power from Ren, then later from Omega. Kaiser is the second craftiest of the major enemies of the Silver Dragons (the most crafty being Sigma Faust), and the most versatile, due to his ability to absorb power from any opponent and access their special powers.
