Our story begins with another day of household chores at the Masaki residence. Mihoshi is sleeping on the job, much to the irritation of Ayeka, who questions how the sleepy-head blonde could ever have cut it as a Galaxy Police detective. Mihoshi tries to prove her capabilities by recounting the ‘famous’ case of the Ultra Energy Matter robber and as she recounts the tale, she casts Tenchi and the others as the characters (against their will):
Shipments of Ultra Energy Matter are being raided, and the culprit is the space pirate Ryoko, who pilfers Galaxy Police Investigator Tenchi along with the goods. Tenchi's self-imposed fiancé Ayeka enlists the help of Mihoshi and her harried partner Kiyone (along with assistant detective Sasami) in finding him. After a surprise attack involving an enraged table-wielding Ayeka, the 3 find Tenchi and Ryoko, but the stolen Ultra Energy Matter is nowhere to be found.
Mihoshi and Kiyone discover an important clue: Ryoko has a link to the infamous mad scientist Dr. Washu! Mihoshi tries to get Ryoko to go legit and assist them but instead she ends up not only letting Ryoko escape, but also letting Tenchi get kidnapped—again! Mihoshi, Kiyone, Ayeka and Sasami again set out in hot pursuit, but will the four of them be able to stop Dr. Washu from carrying out her galaxy-shattering plans? Will the distressed Tenchi be rescued from the nefarious clutches of Ryoko? How does the mysterious magical girl Pretty Sammy fit into all this? Will Mihoshi be able to wrap this story up before dinnertime?
