Incumbent. Political director, Carolina Mail House, a direct mail marketing
business, and former political consultant specializing in referendum issues.
Bachelor's degree, political science, College of Charleston. Graduate work
towards a masters degree in public administration. He grew up in the heart
of what is today, District Three. Marion, his wife Joan, and their four
children live in the Withers Swash neighborhood. Marion cares deeply for his
faith, his family and Horry County. He has worked around government most of
his life.
District 3 Horry County councilman since a special election in 2002. He is
chairman of the council's standing Administration and Finance Committee,
past Vice Chairman of its standing Infrastructure and Regulations Committee
and Chairman of its Ad Hoc Committee on Government Restructuring. He
successfully fought for the elimination of a second and third runway and the
number of gates allowed at the Myrtle Beach International Airport while
strongly supporting a larger regional airport elsewhere in Horry County.
Mr. Foxworth believes that when public dollars are spent, they should be
spent for residents. "Big business certainly gets its share and gets heard.
I intend to insure that residents are heard as well." He has been a strong
supporter of planned growth and the refinement of Horry County Zoning Laws
to give planners better tools to guide the growth and development of Horry
County. He advocates green space set asides and has worked for a Green
Space Inventory and Masterplan for use in the update of the Horry County
Comprehensive Masterplan.

Administration. Emphasis on Public Policy and Urban Public Affairs.

Delegation Chairman and Vice-Chairman, 1979-1983.

Political consultant for many years, helping successful office holders at
every level - City, County and State.
Lifelong member of the First Baptist Church of Myrtle Beach. He and his
family are active at First Baptist and at St. Phillips Lutheran Church.

Owner: Cypress Bay Aviation and Systems Soft (computer installation
company). Associates degree, electronics technology with a minor in law
enforcement, Burlington County College. He is a commercial helicopter and fixed
wing pilot. FAA certified aircraft (A and P) mechanic. FAA Safety counselor.
He was a former police officer in North Wildwood New Jersey. Currently
volunteers as a SC State Constable. Came down from New Jersey 26 years ago to
recuperate from an injury in the line of duty, and never left.
Married 25 years to Rebecca (Becky). 3 children. His oldest daughter is a
rising junior at USC (Columbia). His son is a sophomore and plays football and
baseball. His youngest daughter attends Calvary Christian School. Joe and his
family attend Myrtle Beach Community Church.
Believes that the county budget should be based on what is taken in, not on
expenditures. Horry County just passed the largest tax increase in history.
Future spending needs to be controlled. Votes on future issues should always
contain provisions for funding.
Believes in coordinated growth and that commercial properties should not
encroach on the quality of life of residential property owners -- adequate
buffering should be part of initial development planning.
Believes in better cooperation between cities and counties. Believes
development planning should include parallel roads to relieve traffic
inconvenience to locals, as well as to tourists. Will work hard for a connector
from Carolina Forest to Route 22. I will work with our State legislators and our
electors in Washington to fund the project.
Pro-Active on Law Enforcement. Will support our Chief and Sheriff to provide
crime prevention training to local businesses and residents. Crime prevention
saves property and SAVES LIVES!!!!
Will support measures to keep our County Public Safety officers. It cost far
to much to train new officers that leave due to low pay and benefits. The money
we spend training new officers should be spent to keep them here. In the long
run the County will spend less money and have more experienced career
personnel.
Will support an impact fee Only if it is low, reasonable and fair to all. I
will not support unreasonable impact fees.
We need to look long and hard at the new airport proposals. This county has
moved too fast on airport issues before and the taxpayer ended up paying for it.
A mistake on this project could cost the county millions and could drive
airplane owners to airports in North Carolina.
Opposes adult clubs along Highway 501-- believes non-sensible for a family
beach. Will strongly support new stricter zoning.
