Growth Impact Action Committee Position Statement

We believe in private property rights, but these rights should be fairly balanced against adverse effects that growth can have on the quality of life and property values of other county citizens. And locals should not be taxed to subsidize developers, individual property owners, or newcomers.

Fairly balancing private property rights requires regulations. And tax laws must be changed to avoid taxing locals for costs simply due to population growth. Horry County should impose impact fees to the greatest extent that state law allows, and state law should cap annual property tax increases, reassessing only when property is purchased -- or at least allow a local option to do so.
