First, make sure you have a pokemon with fly and a pokemon with surf on you. Go to the safari zone and walk around. When you run into a pokemon that you want to catch, try to catch that pokemon. Then, if you fail, stay in that patch of grass until your time runs out. Then immediately fly to Cinnabar Island. Surf up and down the right hand coast and the pokemon from that patch of grass in the safari zone will appear.
