THE PIRATE REPUBLIC (TPR) REGULATIONS

Regulation I - General Orders

The Pirate Republic’s General Orders represent fleet-wide commands, detailing the guidelines all personnel must follow in the performance of their duties. The General Orders are the most important, primary guidelines in the Pirate Republic. They supercede all other regulations and orders issued in the field. Failure to obey a General Order is typically a court martial offence, though the JAG weighs any mitigating circumstances preventing their implementation. No commanding officer, no matter his rank, can issue an order instructing Pirate Republic members to violate a General Order, except for General Order One. Such commands are seen, as illegitimate and simply following orders contrary to a General Order is no defense. The office of the Judge Advocate General scrutinizes violations of General Orders, and prosecutes flagrant breaches of the Pirate Republic regulations. 

The Pirate Republic issued these General Orders in an ad hoc fashion, so consequently they do not follow a hierarchy of importance. General Order Three is not considered more important then General Order Seven. Instead, each is considered equal in magnitude. The Prime Directive, General Order One, represents the sole exception. When any General Order, regulation, or standing order conflicts with General Order One, the Prime Directive takes precedence. 

Sometimes, in the pursuit of The Pirate Republic’s objectives the General Orders conflict with one another. The interpretation and application of the General Orders lies with the commanding officer, and this is perhaps the most burdensome responsibility of command; often there is no "right" answer. A captain must make a judgment call on which General Order takes precedence. Therefore the commanding officer is often times held responsible for his decisions when it comes to following the General Orders, instead of his crew. 

The General Orders are as follows:

General Order One: HAVE FUN! This order is the most important of all. If a member of The Pirate Republic has any problem obeying this order, the reason why should be dealt with swiftly. 

General Order Two: No member of The Pirate Republic shall interfere in the evolution or development of any other fan club or any type thereof.

General Order Three: The Pirate Republic membership shall at all time protect the life and liberty of the members of The Pirate Republic. 

General Order Four: Commanding officers shall safeguard the safety and liberty of crewmembers under their command. 

General Order Five: Pirate Republic personnel are required to report any and all instances of espionage against the Pirate Republic. 

General Order Six: Pirate Republic personnel are required to protect and defend Pirate Republic property and territory. 

General Order Seven: Pirate Republic personnel shall take NO hostile action unless responding to a hostile action and then restraint must be used so as not to make matters worse. 

Regulation II - Accusations of Misconduct

Accusations of misconduct on the part of The Pirate Republic, members shall be made promptly in writing to the immediate commanding officer of the accusing officer. The commanding officer shall immediately thereafter forward the accusation to either the Director of Naval Operations or the Director of Marine Operations who, in-turn, shall immediately inform the JAG. In the event the accusation involves either the DNO or DMO, the accusation shall be directly forwarded to the Pirate Republic King by the commanding officer of the accusing officer, then the accusation will be forwarded to the JAG. 

Regulation III - Offences

Category I Offenses:

1. Disobeying a General Order (with the exception of the 1st Order)
2. Insubordination
3. Conduct Unbecoming an Officer
4. Sedition and/or Treason

Any member found guilty of a Category I offense may be demoted, and/or any other punishment which the General Council, in its sole discretion, may see fit to impose.

Category II Offenses:

1. All other offenses:

Any member found guilty of a Category II offense shall be subject to the following discipline:

1st offense - Written Warning or demotion
2nd offense (w/in 6 months) - Written Warning or demotion or dismissal
3rd offense (w/in 6 months of second offense) - Demotion or Dismissal
4th offense (w/in 6 months of 3rd offense) - Dismissal

Category III Offenses: If you have been convicted of any of the following real world charges you will be expelled from the Pirate Republic without a chance for appeal.

Child Molestation
Rape of any type
Murder (Excluding Self Defense)

Regulation IV - Right to appeal

All members of The Pirate Republic found guilty of a Category I or Category II offense may either accept or agree to the specifications of charges lodged against them or they may request an appeal.

To file your appeal you must make a submission to the JAG office. Do NOT post it on the main list serve.

Once a matter has been submitted to JAG there is no turning back, all matters in the hands of JAG will follow the appropriate course until a verdict is set down.

Once the JAG has received an application, it shall set a hearing date and then it will proceed with its rules of conduct, which are itemized in the JAG policy section. At this time the member charged with an offense shall not use the Pirate Republic name and shall be temporarily suspended of all rank and privileges until such a time as the JAG has handed down its verdict.

Regulation V - Your Defense

You have the right to be defended as is prescribed in the JAG policy section. The advocate chosen will be your council and will do the best he can to clear you of charges and have you reinstated to active duty.-
