Creation: Appeared as a newly numbered route in 1982. Ran only as far north as VA 7. This is the 3rd VA 401.
Adjustments: VA 401 was extended to VA 420 in 1986.
Posted: Some reassurance markers exist, white border variety. Dan F reports in late August 2004 that a normal looking miniature 401 shield has appeared near Edsall Rd.
Comment: Van Dorn St. from southern city limit of Alexandria to Seminary Rd.(VA 420).  VDOT atlas also implies northern leg of Kenmore Ave. connecting to Seminary Rd. is VA 401. Russ Blau says there are only 401 signs south of Duke St., although the route extends to Seminary Rd. Perhaps this explains the lack of signage on parts of 401 and 402, and all of 420.
Previous VA 401's: VA 401 #1: Appeared in 1929. Was in 2 pieces: 1. VA 44 (curr VA 49) Victoria to Dundas. Victoria to Kenbridge had been part of VA 323. 2. NC line near Gasburg north to 5 miles north of VA 12 (curr US 58 Bus) Lawrenceburg. This was not previously numbered. In 1930-31, this became continuous, and VA 401 between Victoria and Kenbridge became VA 48. VA 401 was renumbered as VA 34 #2 in July 1933. Today it is all of VA 137, and all of VA 46 south of VA 46-137 jct.
VA 401 #2: First mentioned in CTB Minutes in September 1957, as the route assigned to the Emporia Bypass. VA 401 was also in the October 1957 minutes describing a new route from US 1 Triangle to VA 350 Woodbridge. VA 401 was the assigned state route number to I-95. It was last mentioned in the CTB minutes in February 1987. VA 401 was not likely ever signed as such.

Creation: Appeared in 1982. This had not previously been numbered. Likely started out as VA 7 to I-395 only. This is the 3rd VA 402.
Adjustments: VA 402 was extended south to VA 420 in 1986.
Posting: There are 3 reassurance signs. All are on VA 402 NB, and all are north of VA 7. 2 of them are white border signs.
Comment: North Quaker Lane. Perhaps it is significant that that part of VA 402 is on the city/county line: the northbound lanes are in Alexandria, and the southbound lanes are in Arlington.
Previous VA 402's: VA 402 #1: Appeared in 1929 as a renumbering of VA 122 #2. Ran from US 1 Rawlings to VA 12 (curr US 58) Edgerton. VA 402 was renumbered as VA 140 in July 1933. Today it is SR 712.
VA 402 #2: First appears in the March 1957 CTB Minutes, assigned to US 11 north of Buchanan towards Natural Bridge. In October 1957 it was also assigned to a new road around Seven Mile Ford. November 1957 it was assigned to a new road in the Pulaski area. VA 402 was the state route number for I-81. Though never posted, the last CTB mention of VA 402 was July 1988.

Creation: Appeared in 1982. Was not previously numbered. Originally ran from VA 165 Princess Anne Rd. to US 58 Virginia Beach Blvd. This is the 3rd VA 403.
Adjustments: At some point (by 1991) VA 403 was extended north of US 58 to some indeterminate end point (Diamond Springs Rd?).
The current VDOT route logs show US 58 as again its endpoint.
Posting: Was fully posted at US 58 in the early 90's in both directions, but not identified at all from I-264/VA 44.
A. Froehlig reports VA 403 is still posted at US 58 in 2005.
Comment:Newtown Rd. VDOT atlas shows only VA 165 to US 58 as 403. In the early 90's, Newtown Rd. was misidentified in the field as VA 166 at Weslyan Dr.
Previous VA 403's: VA 403 #1: Appeared in 1929 as a newly numbered route. Was a spur running south of VA 48 (curr VA 40) Victoria. In July 1933 this became part of VA 136. Today it is SR 635.
VA 403 #2: Appeared in CTB minutes of March 1957, as being assigned to US 60 between Covington and Clifton Forge. The only other mention of VA 403 was in the August 1957 minutes, referring to the same location. Today this is I-64.

Creation: Appeared in 1982 as a newly numbered route, though many years ago this was part of US 58. This is the 3rd VA 404.

Comment: Princess Anne Rd. from Park Ave. (VA 166) to Tidewater Dr. (VA 168) VA 404 is not shown on official state maps.
Previous VA 404's: VA 404 #1: Appeared in 1929 as a newly numbered route. Began as a short stub south off VA 10 (curr US 360) Crewe. In 1930-31, VA 405 was expanded both directions to run from VA 44 (curr SR 723) near Victoria to US 60 (curr US 360) Jennings Ordinary. In July 1933, VA 404 was renumbered as part of VA 136. Today it is part of VA 49.
VA 404 #2: Appears in the September 1957 CTB Minutes as a new road project around US 258 in Hampton. The December 1957 minutes show VA 404 also as a new road around US 17 Warwick. VA 404 became VA 168 in March 1958 (the Hampton Roads Bridge-Tunnel began as VA 168 earlier than this). Today this is all part of I-64.

Previous VA 405's: VA 405 #1: Appeared in 1929 as a newly numbered route. Ran from VA 10 (curr US 460) Wellville north to the Amelia County Line. In July 1933, VA 405 was renumbered as part of VA 153.
VA 405 #2: Appeared in the May 1957 CTB Minutes as being assigned with "US 50 at Patrick Henry Drive overpass" (new project). VA 405 was assigned in August 1957 to the right of way for a new road between Gainesville and Centreville. Today these are part of I-66.

Posting: Posted on BGS from both I-564 and I-64. No other posting on the route.
Comment: International Terminal Blvd. from I-564 to VA 337. Terminal Blvd. was built in the early 70's.
VA 406 is essentially limited-access, with only 3 cross-streets between its endpoints.
Two different times (1974, 1993) I have lived within 5 blocks of Terminal Blvd...
Previous VA 406's: VA 406 #1: Appeared in 1929 as a new route plus it swallowed original VA 132. Ran from VA 13 Tobaccoville to VA 10 (curr US 360) Sutherland. There was a small break between the hamlet of Namozine and Namozine Creek. In July 1933, VA 406 became part of VA 49 from Tobaccoville to Amelia CH, and VA 38 from Amelia to Sutherland. Today it is SR 681, all of VA 38, a piece of VA 153, and all of SR 708.

 
 
VA 407  not currently assigned
Previous VA 407's: VA 407 #1: Appeared in 1929 as new routing. It ran from VA 410 (curr VA 145) Chesterfield to VA 10 (curr SR 609) Garysville. In 1930-31, a second piece ran south from US 60 (curr US 360) South Richmond towards Chesterfield. Both pieces were renumbered as VA 37 #2 in July 1933. Today all of this is part of VA 10.
VA 407 #2: Appears in CTB Minutes March 1957 and May 1958 referring to a road project from NCL of Bristol to State St. in Bristol. This became I-381 and VA 381.
VA 407 #3: Appeared in 1982. Not immediately previously numbered, but was SR 603 in the past. Ran on Indian River Rd. from VA 168 South Norfolk to VA 190 Kempsville. It was posted at US 13 Military Hwy and a couple places west of there, but not posted anywhere else. VA 407 was decommissioned to no number in 2001 according to the VDOT route log. Indian River Rd. from VA 190 to VA 168.
A. Froehlig reports that as late as 2002 there was a US 407 shield at the east end of the Norfolk portion. He reports in July 2005 that it is still there.
A. Froehlig also reported in July 2005 that VA 407 is still pretty well posted, except in the City of Virginia Beach.

 
 
VA 408  not currently assigned
Previous VA 408's: VA 408 #1: Appeared in 1929 as a renumbering of VA 1011. Ran from VA 10 (curr Ft. Lee road) Petersburg to the James River off VA 407 (curr VA 10) east of Hopewell. VA 408 was renumbered as VA 36 in July 1933. East of Hopewell this is now part of VA 156.
VA 408 #2: Appears in January 1959 CTB Minutes as a project - "Int..Route 130, (Near Natural Bridge)-1.533 Miles N. of -Int Route 130, Rockbridge County" This was probably meant to describe a piece of I-81 - perhaps it was envisioned to keep US 11 on the new route and extend VA 130 west to meet the new route, but this never occurred.
VA 408 #3: Appeared in 1982. Was not immediately previously numbered, but was part of SR 615. VA 408 was First Colonial Rd. from VA 279 to US 58 Bus. This was the only VA 4xx posted well in Virginia Beach, though only in circles. Was not posted at I-264/VA 44. VA 408 was decommissioned in 2001 according to the VDOT route log. Knowing Va. Beach, VA 408 signs are probably scheduled to be removed around 2040 (see VA 305). A. Froehlig reports a 408 circle still up at VA 279 in July 2005.

 
 
VA 409  not currently assigned
Previous VA 409's: VA 409 #1: Appeared in 1929 as a newly numbered route. Ran from US 1 Colonial Heights west about 10 miles. In 1932, a second piece of VA 409 appeared off US 60 (curr US 360) near Winterpock, replacing VA 411 #1. In July 1933, VA 409 piece 1 became part of VA 36 (Today the western half is part of SR 602). VA 409 piece 2 became the northern piece of VA 153 (curr SR 621).
VA 409 #2: Mentioned in the August 1958 CTB Minutes. Refers to project for road from US 58 Virginia Beach to VA 170 (now US 460) Granby St., then over to the Naval Base. Today this is all of I-564 (was first signed as VA 170, though) and some of I-64.
VA 409 #3: Appeared in 1982. Was not immediately previously numbered, but was SR 602 in the past. Was Providence Rd. from VA 168 to VA 190. VA 409 was decommissioned in 2001. It was posted at US 13 and the I-64 overpass, but nowhere else. In the late 90's there were even a couple correct 409 shields.

Previous VA 410's: VA 410 #1: Appeared in 1929 as a renumbering of the original VA 313. Ran from US 1 near Centralia to VA 407 (curr VA 10) Chesterfield. VA 410 was renumbered as VA 145 in July 1933.
VA 410 #2: Appeared in 1982. Was not immediately previously numbered, but was once SR 627. Ran along Holland Rd. from I-264/VA 44/VA 225 Pembroke (Va. Beach) to VA 149 Princess Anne. It was not signed in any way. VA 410 was decommissioned in 2001, according to VDOT route log.

Previous VA 411's: VA 411 #1: Appeared in 1929 as a newly numbered route. Was a spur off US 60 (curr US 360) west of Richmond, running south towards Winterpock. In 1932, VA 411 became the northern piece of VA 409 #1. Today it is part of SR 621.
VA 411 #2: Appeared in 1982. Was not previously numbered. Was Rosemont Rd. from US 58 to Holland Rd. (old VA 410 #2). Decommissioned in 2001 according to the VDOT route log. Was not posted anywhere.
VA 411 #3: Proposed in 2001 VDOT route log. If this comes to pass this will become the highest number used 3 times as a state route. Is slated to run "From Route 234 in Prince William County to Route 50 in Loudoun County and from Route 621 in Loudoun County to the Dulles Greenway Parkway in Loudoun County (Tri-County Parkway). (Proposed)"

Comment: Lynn St. from Main St. to US 29 Bus/VA 86. I got to drive VA 413 in late March 2003. It is 4-lane divided in its entirety, and runs by some of Danville's industry along the river.
Previous VA 413's: VA 413 #1: Appeared in 1929 as a newly numbered route. Ran from VA 41 (curr VA 5) Charles City to US 60 Providence Forge. In 1930-31, VA 413 was extended north to just short of VA 415 (curr VA 249) New Kent. VA 413 was renumbered as VA 155 in July 1933.
VA 413 #2: First appeared in May 1957 CTB Minutes as the designation for all of Virginia's portion of the Capital Circumferential Highway. Oddly, it has "route 88" in parentheses in this entry. Although VA 413 was signed as I-495, it has appeared in the CTB minutes as late as 2001.
VA 414  not currently assigned
Previous VA 414's: VA 414 #1: Appeared as a newly numbered route in 1929. Ran from VA 13 (curr US 360 Bus) Mechanicsville south through Seven Pines then to VA 41 (curr VA 5-156 jct). There was a second piece that ran from VA 41 (curr VA 5) west to the James River. In July 1933, both of these pieces became VA 156. The western piece today is Kingsland Rd.
VA 414 #2: Appeared in 1982. This was not previously immediately numbered, although older pieces of it was once SR 644. Was Lynnhaven Pkwy. from US 58 to VA 410 (now just Holland Rd) in Virginia Beach. VA 414 was decommissioned in 2001 according to VDOT route log. VA 414 was not posted anywhere.

VA 416 #2: Appeared in 1982. This was not immediately previously numbered, but much of this had been VA 336 #2. Ran from US 1-301 south of Richmond to US 60-360 South Richmond. Was Belle Meade and Commerce Aves. I don't think this was posted. VA 416 was decommissioned to an unnumbered route in 1990.

Previous VA 417's: VA 417 #1: Appeared in 1929 as a renumbering of the original VA 191. Ran from VA 419 (curr SR 711) Jefferson to VA 19 (curr VA 6) Goochland. VA 417 became part of an extended VA 419 in 1932. Today it is part of US 522.
VA 417 #2: Appeared in 1982. Was not immediately previously numbered, but earlier had been part of SR 683. Ran on Forest Hill Ave. from VA 161 west to the Richmond City Limit near VA 147. I doubt this was posted. VA 417 was decommissioned to an unnumbered route in 1990.

Previous VA 418's: VA 418 #1: Appeared in 1929 as a newly numbered route. Ran from VA 13 (curr US 60) Midlothian to VA 19 (curr VA 6) west of Richmond. VA 19 was using River Road at the time. VA 418 was renumbered as VA 147 in July 1933.
VA 418 #2: Did not appear on official state maps, but may have been in VDOT atlas books. Dave had a 1994 Gousha map that showed VA 418 running on Monument Ave from VA 197 to VA 161. It definitely was not posted in the field. I presume it had the same 1982-1990 lifespan as VA 416 and VA 417. Monument Avenue was not immediately numbered previously or since, although the 1931 Richmond inset shows part of Monument Ave as VA 19.

Creation: Appeared in 1965 as a renumbering of VA 119. Originally ran from US 11 Salem to US 220 south of Roanoke. This is the 2nd VA 419.
Adjustments: Between 1968-70, VA 419 was extended north of US 11 to its present end at VA 311 over mostly new routing, though it did replace the northernmost snippet of VA 116.
In 1971 or 1972, VA 419 was rerouted between US 221 and US 220 such that 419 was one road end to end, eliminating a 1-mile multiplex with US 221. The old segment became SR 687.

Comments: Not part of the normal 400-series. Electric Ave. Until the late 80's, VA 419 was the way to get from I-81 to VA 311.
Previous VA 419's: VA 419 #1: Appeared as a newly numbered route in 1929. Ran from VA 417 (curr US 522) Jefferson to VA 418 (curr VA 147) Midlothian. In 1932, VA 419 was extended over VA 417 #1 to end at VA 19 (curr VA 6) Goochland. In July VA 419 was renumbered as VA 44 from Jefferson to Midlothian and part of VA 49 from Jefferson to Goochland. Today it is SR 711 and US 522.

Comment: Janneys Lane and Seminary Rd. The VA 420-402 jct is one of the few state route intersections that have no posting in any direction for either route.
Previous VA 420's: VA 420 #1: Appeared in 1929 as a newly numbered route. Ran from VA 39 (curr VA 54) Montpelier to VA 41 (curr US 250) Richmond. VA 420 was renumbered as part of VA 4 #1 in July 1933. Today it is part of US 33.

Previous VA 421's: VA 421 #1: Appeared in 1929 as a renumbering of VA 3111. Was a short stub off VA 50 (curr VA 54) to Hanover. This piece was 1/2 mile at most. In 1930-31, VA 421 got a second piece: US 1 Richmond north east 7 miles into Hanover County. Both pieces were renumbered as part of VA 50 in 1932 or 1933 (see VA 421 #2). Today it is US 301-VA 2 and possibly VA 54Y.
VA 421 #2?: Appears on 1933 Conoco map as a renumbering of a piece of VA 50. Ran from US 1-VA 39 (curr US 1-VA 54) Ashland to VA 50 (curr US 301-VA 2) Hanover. In July 1933 VA 421 became part of VA 54. I have no separate confirmation of this route...
