CURRENT HCES OFFICERS

The officers of the Council consist of a Chairman, Vice Chairman, Secretary, and Treasurer who are elected by the Representatives to the HCES of the member societies. The slate of new officers of the Council are determined prior to the December meeting and the election is held during the January meeting. The officers serve for a period of one year commencing on the first day of March and ending on the last day of February of the following year. The current officers of the HAWAII COUNCIL OF ENGINEERING SOCIETIES are:

Ather Rashid Dar, HCES Chairman

Ather is a licensed structural engineer in the State of Hawaii and the president of Hawaii Engineering Group Incorporated. He obtained his bachelor's degree in engineering from the University of Engineering & Technology in Lahore, Pakistan and his master's degree from the University of Hawaii at Manoa. Ather initially served as the LGSEA (Light Gauge Steel Engineers Association) representative to the HCES and was elected in 2000 as HCES secretary then as vice chairman in 2001. He assumed the chairmanship of the HCES in July of 2001. Earlier he was an LGSEA director and chairperson of the SEAOH (Structural Engineers Association of Hawaii) Education Committee.

Layton is the HCES representative from the Hawaii Association of Land Surveyors (HALS) where he served as its president in 2000. He pursued land surveying throughout the 1980s while working with Community Planning, Inc. and eventually obtained his LPLS license in 1998. In 2000, he received his license to practice in the Land Court. Layton initially worked for Koga Engineering and Construction, Inc. and later with Construction Engineering Services, Inc. as an engineering technician. Currently he is employed by Hawaiian Electric Company as a staff land surveyor in the Engineering Department.

Joanna L. Seto, HCES Secretary

Joanna graduated from Washington University in St. Louis, Missouri with a bachelor's degree in civil engineering. She is a licensed professional engineer (civil branch) in the State of Hawaii and currently works for the Clean Water Branch, State Department of Health. Joanna was the ASCE (American Society of Civil Engineers) representative to the HCES. With the ASCE she initially served as treasurer, secretary, vice-president, president-elect, and president in 2000. She is currently the ASCE Immediate Past President.

Mike is the IEEE (Institute of Electrical and Electronics Engineers) representative to the Council, has been the treasurer for two consecutive terms now. Earlier he served as the Council's secretary and another year as treasurer. With the Hawaii Section of the IEEE, he also served as secretary, treasurer, vice-chairman, and finally as its chairman. Mike obtained his bachelor's and master's degrees in electrical engineering from the Massachusetts Institute of Technology and he has recently retired from Verizon Hawaii (formerly GTE Hawaiian Tel)

PAST HCES CHAIRPERSONS

As of the year 2000, there have been 33 individuals who served as Chairpersons of the HAWAII COUNCIL OF ENGINEERING SOCIETIES. The very first chairman of the HCES, William V. Van Allen, was elected in 1965. Three of these individuals served two terms each: James H. Hutchings (1981 and 1982), Warren Yamamoto (1983 and 1984), and Don Scheulin (1985 and 1986) Aside from engineers, there were also architects and military officers who served as HCES Chairpersons.
