Making Comparisons 

You can request copies of USDA reports because law enforcement reports are public record and are available for the public to view. Once you receive these reports, you can compare them with the Animal Welfare Act, The Endangered Species Act and other laws.

If you find discrepancies, which seem to be quite common, you can point them out in your letters. You can question the discrepancies and ask for an explanation.

If you can think of anything that seems unfair in the way these animals are treated compared to the way domesticated animals are treated, write it into an argumentive comparison and put it into your letters. 

For example, televised programs such as Animal Cops and Animal Precinct (two thumbs up!) show Law Enforcement Agents enforcing humane law. You see these agents confiscating animals in despair, yet the USDA does not confiscate circus animals in the same situations. Circus animals experience the same health care issues as these confiscated domestic animals such as when animals are emaciated or suffering from an act of abuse. Yet, the circus animals stay in the abusive situations because the USDA does not take the same action as ASPCA and HS agents. This is completely inconsistent and unfair.

Another example: when you really take a look at how domesticated native American animals are treated, especially when classified as "endangered", it clearly does not correspond with the way endangered species of other continents treated in American circuses. Apparently any animal that comes from a different country is exempt from the same protection that bald eagles have. Elephants are not protected in the same way. This could be researched further and written into comparative form in your letters.
