About Shishio
After Kenshin was given the role of fighting the Shinsengumi, Shishio became the successor of Kenshin as hitokiri of the Ishinshishi. He too like Kenshin when he was still in charge of the assasinations, kept a low profile that even Kenshin has never seen him. He proved to be very powerful too. . . other than that he knew too much about the weakness of the rising Meiji government. Hence, he was assasinated by the Ishinshishi, shot and burned and left for dead. However, he survived and his body was covered with burns. This caused his pores to close and gave his body an unnaturally high temperature. He covered his body with bandages and wandered after that but unlike Kenshin, it was not to atone for those he had killed but to start a spark in what would be the Kuni-tori. Ten years later, Shishio's plan is about to be executed. That is to end the Meiji government which he said was weak and his take over.
Being burnt to death, I already expected from the start that his techniques would involve flame. There's Horumadama and Gurenkaina and his secret technique, Kaguzuchi (which I think he was never able to use). You may think he's a bad guy, I don't think of that much. At first he may seem to be terribly evil (in the village of Shingetsu) but we learn a lot from him after that. We learn more of his ideal Japan: a strong Japan ruled under a competent leader which shall never fall under western countries. He already had some petroleum plants in his fortress and knows about its usefulness. I think his intentions are good however things may get messy since he believes that the weak is food for the strong.
