Homer finds a phone auto-dialer in the trash and takes it home to use for electronic panhandling. Meanwhile Principal Skinner finds proof that Nelson has vandalized Superintendent Chalmers's car. Nelson's punishment is to help Willie around the schoolyard. As Lisa watches Nelson torment Willie, she develops a crush on him.

Lisa decides to change Nelson into a good person. They go on a date to the observatory, where they kiss. Soon afterword, however, Nelson is convinced by Jimbo, Dolph, and Kearney to join them in throwing expired cole slaw at Skinner's house. Following the attack, which he is accused of, Nelson seeks refuge with Lisa. Nelson tells Lisa that he is being framed but, later, he unintentionally reveals the truth. Lisa realizes that he is still a liar, and loses her crush on him.

Homer is caught harrassing neighbors with his phone scam, and is ordered by the court to apologize. He uses the auto-dialer to fulfill his sentence...and asks them for more money.
