Licensed F-15 City Wars Cart

One day I was searching on Game Stop's site, looking at the various pictures and stuff. I looked down further until I found the picture below, in all of its unedited glory. There is a few problems with this cart.

{Hmmmmm... Since When Was F-15 Licensed?}

When anyone familiar with F-15 City Wars looks at this cart, the first question they ask is "Where is the black casing? Is this game licensed?" Well the truth is, I think the Gamestop guys just edited this picture to make it look nice. The label is only half the size of a normal game label, this brings up the suspicions of some editing done.

Sure I guess this cart could have actually been like this. As with all used carts, they are never in mint condition. I have often thought of taking one of my unlicensed carts (one of my duplicates), putting it into the casing of an old SMB/DH cart, and slapping a label on the cart as well as a official seal to give it that "Official" look. I have never done that, but I've always toyed with that idea. Maybe one of the guys who owned this cart did that and this is a real cart? It's hard to say, just weird, and humerous.
